SAFEGUARD MECHANISM SUBMISSION 11th August 2023
Policies need to be very effective if they are to reduce the emissions of the largest 215 polluters. Policy to enhance the safeguards mechanism should not be seen in isolation but in the context of keeping global warming below 1.5 degrees. The science is in and is indisputable.
Carbon Dioxide and Methane emissions must be reduced if the planet is to survive. 2050 net zero emissions will not do it, target date should be 2035.
Cease all expansion of fossil fuel industries and begin the process of rapidly reducing our and the worlds dependence upon them. No Beetaloo, Narrabri, NW shelf, Cooper basin, Canning and Lake Eyre basins. Just stop getting bigger and adding ever increasing levels of emissions.
Stop all fossil fuel subsidies, loans, gifts and grants from Governments, Federal, State and Local.
Invest those subsidies in renewable energy.
Do not compensate the 215 companies in any way shape or form. No free carbon credits, no offsets, do not allow Safeguard mechanism credits, give the fossil fuel industries nothing. Require them to reduce emissions meaningfully through reduced production within a five year timeframe.
Encourage the transition to renewable energy sources by those businesses whose energy needs cannot continue to be met by gas and coal fired electricity.
Do not open up the safeguard mechanism to allow for new fossil fuel developments. No new coal and gas.
Take on board the Reputex advice.
The use of terminology which is or could be contradictory such as on the one hand stating that International Best Practice guidelines will be the standard then adding “adapted for an Australian context” leaves space to drive a truck through.
Carbon capture and storage remains an unproven technological solution and cannot be relied upon to contribute to reductions in greenhouse gases.
Go with the UN, go with the science.

Please ensure that the safeguard mechanism reduces emissions directly not by the use of offsets, credits. The Chubb review and the findings of Prof. McIntosh have me doubting the veracity of offsets. SMC's and ACCU's
