Overview

We are consulting on guidelines to set international best practice benchmarks for use under the reformed Safeguard Mechanism. Once finalised, the guidelines will inform our development of international best practice emissions intensities, which will be used to calculate baselines for new facilities and new products from existing facilities.

The consultation paper and draft guidelines outline the proposed approach to setting international best practice benchmarks including:

  • Timeline and production variable priorities

  • Principles and process for development

  • Identification of best practice facilities and suitable data

  • Adaptation of international best practice for an Australian context

The reforms to the Safeguard Mechanism commenced on 1 July 2023. These reforms to the Safeguard Mechanism will reduce emissions at Australia’s largest industrial facilities and maintain their international competitiveness as the world decarbonises.
