Overview
In November 2024, the Future Made in Australia (Guarantee of Origin) Bill 2024 and its two supporting Bills passed through Parliament. These Bills received Royal Assent on 10 December 2024. The Acts establish the legislative arrangements underpinning the voluntary Guarantee of Origin (GO) scheme.
The GO scheme will track and verify emissions associated with low emissions products and provide an enduring mechanism to certify renewable electricity. The scheme will help unlock economic opportunities for Australian industry to meet growing domestic and international demand for verified renewable electricity and clean products.
This consultation is on tranche 1 of the Exposure Draft of the Future Made in Australia (Guarantee of Origin) Rules 2025 that will be made under the Future Made in Australia (Guarantee of Origin) Act 2024 (GO Act). This Exposure Draft includes parts 1-4, which relate to all required rules under Parts 1-3 of the GO Act, and a portion of the rules required under Part 4 of the GO Act. Each part of the rules included in this Exposure Draft and what they cover is below.
Part 1 - preliminary matters of general application
Part 2 - matters relating to the registration of persons
Part 3 - the certification of products, including matters relating to scheme profiles and the creation and registration of Product GO (PGO) certificates
Part 4 - energy sources, and matters relating to the registration of renewable electricity facilities that are generation systems.
This package builds on previous stakeholder consultation on the Guarantee of Origin Scheme.
