Overview
The Guarantee of Origin (GO) scheme will track and verify emissions associated with low emissions products and provide an enduring mechanism to certify renewable electricity. The scheme will help unlock economic opportunities for Australian industry to meet growing domestic and international demand for verified renewable electricity and clean products.
The Future Made in Australia (Guarantee of Origin) Act 2024 established the voluntary GO scheme, which will commence in late 2025. The details required for implementation of the GO scheme will be set out in subordinate legislative instruments. This round of consultation seeks public feedback on the following instruments that will support the GO scheme:
The Exposure Draft of the Future Made in Australia (Guarantee of Origin) Rules 2025 – which sets out the operational aspects of the GO scheme, including registration, certification, cost-recovery and various other administrative matters.
The Exposure Draft of the Future Made in Australia (Guarantee of Origin) Methodology Determination 2025 - which sets out how emissions intensity will be calculated for hydrogen production from electrolysis. It is proposed that the Methodology Determination will be added to as additional products are brought into the Product GO Scheme. Consequently, all stakeholders are encouraged to provide feedback on this Exposure Draft. As additional products are incorporated in the future, public consultation will also be undertaken on those new provisions.
The Exposure draft of the Future Made in Australia (Guarantee of Origin Charges) Regulations 2025 – which set outs the amounts of annual charges to be levied under the Future Made in Australia (Guarantee of Origin Charges) Act 2024.
This round of consultation also seeks feedback on a concept paper for energy storage systems.
The Clean Energy Regulator is concurrently consulting on proposed cost-recovery arrangements for the Guarantee of Origin scheme and undertaking public consultation on a draft Cost Recovery Implementation Statement (CRIS) prepared by the Clean Energy Regulator. This consultation integrates and builds on domestic and international stakeholder consultation undertaken since 2020, and addresses feedback and responses from the previous consultation on Tranche 1 of the Future Made in Australia (Guarantee of Origin) Rules 2025. The updated Exposure Draft of the Future Made in Australia (Guarantee of Origin) Rules 2025 covers parts of the rules not included in the previous consultation, as well as revised drafts of the parts consulted on previously, including changes that have been made in response to feedback from stakeholders.
The Energy Storage Systems concept paper outlines the policy direction for the rules relating to energy storage systems. These concepts have not been included in the current exposure draft (tranche 2) of the rules. The proposed inclusions on energy storage systems in this paper intend to cover a variety of different storage types and set-ups, the department would value feedback on the application of proposed concepts to different storage types.
