Overview

The climate change function transferred to our department from the Department of the Environment and Energy on 1 February 2020.

The National Greenhouse and Energy Reporting (Safeguard Mechanism) Amendment Rule (No. 1) 2019 was registered and published on 6 March 2019.

The changes make the Safeguard Mechanism fairer and simpler and bring baselines up to date with current circumstances. The changes:

  • bring baselines up-to-date by transitioning all facilities to calculated baselines over 2018-19 and 2019-20

  • simplify calculated baseline applications by giving businesses the option to use Government-determined prescribed production variables and default emissions intensity values for calculating baselines

  • update baselines annually for actual production where facilities use eligible production variables, so they continue to reflect facility circumstances

As an outcome of the 2017 review of climate change policies, the Government committed to consult with businesses on ways to bring Safeguard Mechanism baselines up-to-date with current circumstances and make it fairer and simpler. A consultation paper was released for public comment on 21 February 2018.

The Government released exposure draft amendments to the National Greenhouse and Energy Reporting (Safeguard Mechanism) Rule 2015, and an accompanying explanatory document to support understanding of the draft amendments.

Interested parties were invited to make written submissions. The submission period was open for six weeks, from 27 July to 7 September 2018.
