Overview
We are conducting the Carbon Leakage Review which includes an assessment of carbon leakage risks, development of policy options to address carbon leakage, and assessment of the feasibility of different policy options including an Australian border carbon adjustment.
Carbon leakage refers to shifts in production from countries with more ambitious emissions reduction policies to those with lower (or no) emissions reduction policies solely because of different policy settings.
We are seeking feedback on the Review’s preliminary findings regarding carbon leakage risk for specific commodities and additional policy options to address it.
You can provide feedback on our preliminary findings and any other issue considered in the consultation paper.
Your feedback will inform the final report which will be delivered to government by the end of 2025.
