Overview

We are proposing updates to National Greenhouse and Energy Reporting (NGER) Scheme legislation.

The NGER Scheme is the national framework for reporting company information about:

  • greenhouse gas emissions

  • energy production

  • energy consumption.

The scheme provides key data for Australia’s National Greenhouse Accounts.

We regularly review NGER legislation in consultation with the public and industry stakeholders. This is part of our program of continuous improvement.

Proposed amendments

The proposed amendments:

  • Update the methodology used to calculate 'Scope 2' emissions, which arise from consuming grid electricity. This will allow NGER reports to reflect more up-to-date information on the grid emissions profile.
  • Create a new biomethane fuel type and allow reporting of combustion of blended gaseous fuels. This will allow NGER reports to show reduced emissions from consumption of natural gas with a biomethane component.
  • Create 2 new fuel types for end-of-life tyres, allowing NGER reports to more accurately reflect emissions from waste tyre combustion.
  • Update provisions for reporting emissions from:
    • leakages in natural gas distribution networks
    • losses of hydrofluorocarbons (HFCs) and sulphur hexafluoride (SF6)
    • decommissioned underground coal mines.

We are proposing that the amendments take effect on 1 July 2022 and affect reports due by 31 October 2023 for the 2022-23 NGER reporting year.

Outcomes

Changes to NGER legislation come into force on 1 July 2022. Changes apply to reports due by 30 October 2023 for the 2022–23 reporting year and beyond.
