Submission by Delorean Corporation: Guarantee of Origin Scheme Rules
2025
Introduction

Delorean Corporation, a vertically integrated bioenergy infrastructure company, supports the
implementation of the Future Made in Australia (Guarantee of Origin) Scheme. We commend the
Government's initiative to develop a trusted certification mechanism for renewable products and
renewable electricity and appreciate the opportunity to contribute feedback on the Exposure Draft
(Tranche 1) of the Guarantee of Origin (GO) Rules 2025.

As a developer and operator of biomethane and biogas facilities in Australia, Delorean is uniquely
positioned to contribute to the scheme’s objectives of emissions reduction, energy transition, and export
growth.

Prioritization of Products Under the GO Scheme

We note that hydrogen has been selected as the first product for implementation under the GO scheme.
However, the omission of "biomethane and biogas" as priority products is concerning. These fuels have
already been acknowledged by the Government as critical to achieving emissions reductions in the gas
sector and supporting the Renewable Gas Certification Pilot.

Biomethane is a proven, scalable technology that is already being produced in Australia and globally. It is
fully compatible with existing gas infrastructure and offers a viable, low-carbon substitute for fossil natural
gas. Several Delorean projects are actively developing pipeline-injected biomethane, aligned with
government policy and infrastructure readiness.

We urge the Department to:

• Explicitly list biomethane and renewable gas as priority products in the GO Rules and associated
roadmap
• Expedite the development of GO methodologies for biomethane

• Ensure early certification pathways for projects already under development to build confidence
and attract investment.

Support for Market Development and Investment

Biomethane offers an immediate, shovel-ready solution to decarbonise hard-to-abate sectors such as industrial heat, transport, and gas-fired generation. By prioritising biomethane in the GO Scheme:

• The Government can fast-track emissions reductions using existing gas pipelines and end-use
appliance
• Certainty will be provided for investors, financiers, and customers seeking low-carbon gas
alternatives
• The market visibility of certified renewable gas will drive domestic and export demand.

We recommend aligning GO certification with initiatives such as the Hydrogen Headstart, Regional
Hydrogen Hubs, and Renewable Gas Certification Pilot to ensure policy coherence and support project economics.

Conclusion

Delorean Corporation encourages the Department to ensure biomethane and renewable gases are central to the Guarantee of Origin Scheme from the outset. These fuels offer immediate, cost-effective climate benefits and leverage Australia’s agricultural and organic waste resources.

We look forward to ongoing consultation and would welcome the opportunity to support the development of GO methodologies relevant to biomethane and renewable gas.
