Outcomes
The amendment regulations became law on 17 December 2021. They take effect in stages.
The amendments:
streamline reporting requirements for installers, solar retailers and manufacturers
give the Clean Energy Regulator a more direct role in setting requirements for approved solar PV components
improve other aspects of the Renewable Energy Target Scheme’s operations.

Overview
We are seeking feedback on an exposure draft of proposed amendments to the Renewable Energy (Electricity) Regulations 2001.
The proposed amendments address the Australian Government’s response to the Integrity Review of the Rooftop PV Sector. Most of these are reforms to the Small-scale Renewable Energy Scheme administered by the Clean Energy Regulator (CER).
This includes enabling the CER to:
approve installer accreditation schemes
have greater control over approved solar components
improve compliance monitoring and enforcement.
The amendments will also streamline reporting requirements for installers, solar retailers and manufacturers.
We also want your views on other proposed technical amendments to improve the administration of the Renewable Energy Target (RET) scheme.
