Low/No interest loan. This would create 10x EV uptake. The cost to the Government would be a 2% RBI rate and takes 1 month. ACT has a 15k - 0% interest-FREE loan
EV Lagging countries should have larger Grants. This would create 10x EV uptake. It is a costly exercise. It will take a month. Currently, AU has 3k Grant, while there are countries with 10k+ grants
FBT would create 3x EV uptake. It is costly and will take another month. Hope it comes through.
NO GST for EV. This would help like above and might be costly.

EV Myth-busting campaigns are needed. Any myth-busting by EV manufacturers will be criticised by ICE manufacturers
Independent Compare sites (like Energy Compare Victoria) for EV compare, loan compare, novated lease compare and independent insurance comparison. Leverage and fund independent EV Peak Geek body of Australia - AEVA (https://aeva.asn.au/) to make their work pretty and more useful. They do a great job as opposed to EV manufacturer-run sales bodies like EV Council.
Modern collaboration through empathising radically. This will improve department productivity by 3x and save millions. Department staff mean well. However, no matter how much is said Department staff cannot possibly understand the pain of bringing EVs to Australia, let alone manufacturing. We need modern collaboration as opposed to emails. Converse with humans using voice rather than typing on machines. We will all be productive and have FREE time. Busy = disorganised. The Climate crisis is a lethal national threat Defence department involvement is needed.

The purpose is to reduce carbon footprint. Mobility powered by EVs should be incentivised, I would argue they are the best ones to incentivise than cars.

No. old EVs are bad. Focus on EV uptake and second-hand will follow

To bring manufacturing back into the country we need an unfair advantage in AU. Lost are the days to play like other nations. AU has no EV/Car manufacturing*, so we make $0 tax. Keep our current $0 EV tax and legislate No tax for Aussie EV/OEM manufacturing. This would give AU a 3,540% advantage just like New York and South Korea. New York and South Korea are manufacturing tax havens. Right now Australia is 3504% disadvantageous for manufacturers. If we had this Aptera Australia would manufacture and export 1m EV/year to China.

AU can't compete with like of China in labour costs, we can with productivity. Support and educate people on micro-factories (industry 4.0), the only way we can compete and export.
Import tax on overseas parts if comparable Aussie OEM part exists. By default, every importer has an import tax unless they make a strong case that they don't have Aussie manufacturer.
List, publish OEM manufacturers and their parts with specification links. This makes supply chain planning radically easy.

Don't discriminate with engine size, number of wheels, colour, shape or material of vehicle. Ask for safety results. Decarbonisation requires all types of vehicles. I would argue that benefits should be inversely proportional to carbon footprint (direct and indirect). For instance, eBike or Scooter has a fraction of the car's carbon footprint.
