There is already demand for domestic zero emissions gaseous fuels, particularly from customers with their own emissions reduction targets. At present these consumers cannot purchase certified green hydrogen. Certification is an essential first step to enabling first-movers to purchase green hydrogen.

As above, certification is needed urgently to enable consumers that want zero emission gaseous fuels to purchase them with the assurance of certification arrangements. Delay is likely to inhibit hydrogen investment today for all but the earliest demonstration projects.

We suggest that a domestic scheme be designed to align with international developments – a domestic certification scheme should not wait for an international scheme, or customers wanting renewable hydrogen today will be left waiting.
Alignment should focus on emissions inputs (and outcomes) of hydrogen production, which should align with the NGER Act and in doing so align with international obligations.
A certification scheme would measure and track the carbon emissions associated with hydrogen production. A certification scheme should align with the National Greenhouse and Energy Reporting scheme, but some issues will need to be overcome. This will require some amendments to the measurement determination– for example gas quality assumptions in individual distribution networks will need to take account of hydrogen injection. Fugitive emissions will also need to better account for actual emissions as a result of hydrogen injection (at present they represent an estimate that is unlikely to adjust as hydrogen is injected into networks).

Gas markets and retail underpinned by National Gas Law – the Short Term Trading Market (STTM) in some states and the Declared Wholesale Gas Market (DWGM) in Victoria. A certification scheme should complement these markets and facilitate “swapping” or “offsetting” arrangements by overlaying these markets. This will allow an individual customer to purchase hydrogen where physical molecules are delivered to the network more generally or to another network (as is the with green power certification). While the focus of this survey is hydrogen, we note a certification schemes are also need for other renewable gases. Injection into gas distribution networks will require a range of factors of renewable gases in general to be understood by suppliers, networks and customers – emissions, heating values, energy content. This could be achieved through a single renewable gas certification scheme, or alternatively ensuring a hydrogen certification scheme is complementary to a separate certification scheme for other renewable gases (e.g. biomethane).
