Please note the prioritisation provided in question 2 reflects the significant opportunity that renewable hydrogen exports are expected to play in establishing and growing the hydrogen industry in Queensland. Naturally as the market broadens, the benefits of certification will become increasingly important for individual consumers and the broader community.
The market signal provided by a certification scheme will be equally valuable for international trade, corporate consumers, and households.
If a certification scheme was introduced, governments would need to consider how it interacts with existing domestic legislation and voluntary frameworks. For example, certifying renewable energy content for hydrogen production would require considering interactions with the Large Scale Renewable Energy Target. The Queensland Government supports a green certification scheme as an important step in the development of a renewable hydrogen sector in Australia. International demand for green hydrogen is established and growing. A scheme that provides clear and transparent information about the origin and process used to generate renewable hydrogen and is recognised in key international markets, will provide necessary consumer confidence and support project viability.
The CertifHy scheme has been developed in the European Union since 2016. To date 75,000 certifications have been made. This system is designed to fit within the emissions trading scheme operating in Europe and includes transfer and expiry clauses and the associated complexity. The schemes operation is restricted to the European Union plus the European Economic Area plus Switzerland.
The priority for Queensland is to enable verifiable certification to corporate producers/consumers on the production process and mechanism used to produce green hydrogen. The complexity associated with trading of credits by end users is considered unnecessary for our jurisdiction at this time.
The European scheme sets out the minimum required reduction in emissions against a baseline figure (60% less than SMR hydrogen). It also provides two distinct Guarantee of Origin (GO) labels:
- CertifHy Green Hydrogen (from renewable sources and having a greenhouse gas balance below a defined threshold), and;
- CertifHy Low Carbon Hydrogen (having a greenhouse gas balance below a defined threshold).
It is important that the source of any emissions reduction is made clear to the market. It is noted that the CertifHy scheme for Guarantee of Origin provides certainty to the market on the following dimensions:
- Fuel (or heat source) by code and Technology by code (including main/byproduct)
- Share of renewable energy for each input energy carrier for producing the hydrogen: as a %
- Green House Gas emissions intensity: g CO2eq /MJH2
Subject to the final design of any certification scheme the State may elect to reference the scheme in relevant legislation or policies related to development assessment or environmental approvals processes. The state would not support an approach that requires a mandatory legislative or statutory instrument amendment. It is expected that any certification scheme would provide for recognition of existing government legislation or accredited programs e.g. for the application of carbon credits.
It is critical that a certification scheme provides value to the emerging hydrogen industry, without burdening new ventures with unnecessary cost or reporting.

- Transparent: clear labelling of H2 production process and post-production emission reduction.
- Independent: verification and auditable by an independent body.

- Agile: a light reporting load for an emerging industry with the capacity to adapt to changing needs.
- Efficient: low cost to operate.
- Simple: Communicate a clear and simple message to the market.

The scheme should be immediately pursued to allow time to achieve widespread industry support, negotiate national agreement and then recognition by trading partners for example in priority north Asian markets. Testing and refinement of the scheme will be simpler while the industry is still developing.

Delay in delivering an accreditation scheme would lessen its value for the market which is primed for investment now. Australia’s competitive advantage is expected to be in renewable hydrogen production and accreditation will provide a clear market signal that a verifiable process has been established to deliver sustainably produced hydrogen to customers.
