For the scheme you nominated above, what is the ideal date to have it in place by? - Why?
A small number of large-scale hydrogen production projects across Australia are in the later stages of development, with an expected 12 to 18-month construction and commissioning period typically required. To begin to use Australian-produced renewable hydrogen for domestic and export purposes from these projects, a certification scheme will be required to be well-understood and operational for these initial projects, otherwise commercial and technical changes may be required post-COD and could lead to operational disruption.
If the ideal date was not achievable, what would be the latest date a certification scheme could be in place by without adversely affecting your Australian operations? - Select year, starting from 2021

As production, storage and export of renewable hydrogen transitions from demonstration to a proven technology, further projects are expected to ramp-up Australia’s production potential from 2025 to 2030. Coordinating the certification criteria, domestically and internationally, allows investors and developers to understand their product and market potential during the development stage which will be crucial for investment decisions.
If both domestic and international schemes are important (Q7), should there be separate schemes or a single scheme? If there are separate schemes, what elements would be the most important to align and what linkages need to occur? - If both domestic and international schemes are important (Q7), should there be separate schemes or a single scheme? If there are separate schemes, what elements would be the most important to align and what linkages need to occur?
A single scheme should be developed and widely adhered to, domestically and internationally. This will ease the burden on producers and consumers to educate themselves on the characteristics and conversion requirements of multiple schemes.
A certification scheme would measure and track the carbon emissions associated with hydrogen production. Are there any existing carbon accounting methodologies that a certification scheme should align with or adopt (e.g. the Australian National Greenhouse and Energy Reporting System?). - A certification scheme would measure and track the carbon emissions associated with hydrogen production. Are there any existing carbon accounting methodologies that a certification scheme should align with or adopt (e.g. the Australian National Greenhouse and Energy Reporting System?).
A bottom-up measurement approach at a site-specific level would be most appropriate. The review process should be in-line with the UNFCC approach to measuring carbon emissions as the certification will be used at an international level to demonstrate emissions reductions and may form the basis of the involvement of renewable hydrogen within emissions trading schemes, including the EUETS.
Are there any other existing Australian regulatory frameworks that might interact with a certification scheme? - Are there any other existing Australian regulatory frameworks that might interact with a certification scheme?
- The scheme should interact with existing abatement and renewable energy schemes, including ACCUs, VCUs and LGCs.
- Certification should be partial, to capture hydrogen produced from renewables and grid-sourced electricity.
- Certification should not be onerous or overly granular. i.e. assessment of carbon emissions from wind turbine manufacturing.
What are the three most important features a certification scheme should have? - 1
Transparency of production method, source and resulting carbon emissions.
What are the three most important features a certification scheme should have? - 2
Liquidity - transfer of ownership should be easy, between Australian States and Territories and International buyers.
What are the three most important features a certification scheme should have? - 3
Credibility - a standardised, public record should be maintained to provide a means of auditing the accuracy of measurement and certification at the production level.
What are the three most important things a scheme should avoid? - 1
Avoid being fixed price, allow market determination of price and volume of certificates.
What are the three most important things a scheme should avoid? - 2
Avoid undermining credibility through a failure to monitor and verify self-certification.
What are the three most important things a scheme should avoid? - 3
Avoid developing a scheme in isolation, international coordination is required.

If a certification scheme was introduced, governments would need to consider how it interacts with existing domestic legislation and voluntary frameworks. For example, certifying renewable energy content for hydrogen production would require considering interactions with the Large Scale Renewable Energy Target. Other examples might include emissions reporting, energy market legislation, or building environmental certification schemes. - Which legislation or voluntary frameworks in your state might interact with a certification scheme?
