From 29 July to the 23 August 2024, stakeholders provided their views on a draft Version 2 of the Home Energy Ratings Disclosure Framework (the Disclosure Framework).
The Disclosure Framework Version 2 expands on the 2019 commitment by Australian energy ministers to deliver a national framework for energy efficiency disclosure. It follows Version 1 of the Framework, which energy ministers released on 19 July 2024.
The Disclosure Framework sets out a national approach to providing energy performance ratings to households at the point of sale or lease. It outlines policy parameters for disclosure schemes that governments can adapt and implement. It also gives guidance on developing a supportive market environment.
Providing a home’s energy performance rating at the point of sale or lease will help Australians. They will be able to choose a more comfortable and energy efficient home that is cheaper to run.
The updated Disclosure Framework Version 2 includes apartment buildings (defined as National Construction Code Class 2). It also covers other parameters not included in the Disclosure Framework Version 1. These relate to communication, validity periods and phasing.
On 6 December 2024, Energy Ministers agreed and published the Disclosure Framework Version 2. Stakeholder views gathered from this consultation process informed this document. They will also inform the future development of home energy rating disclosure schemes.
The consultation has closed. A total of 37 submissions were received.
All stakeholders supported the introduction of disclosure schemes. 22 published responses are available below, according to the privacy preferences of the authors.
