CESA wishes to comment on the EPS, Computer monitor and Set-top box consultations.
External Power Supplies.
We agree with your review that the determination is ineffective and inefficient. We would further recommend the abolishment of the efficiency mark as it plays no role in the customer purchase decision. External power supplies are overwhelmingly bundled with electrical goods where the purchaser has no control over the power supply component even is they knew about the energy efficiency mark, only one power supply is offered with the equipment.
We welcome your investigation into aligning the equipment and MEPS levels with international requirements.
Computer Monitors.
It is pleasing to see that your review found the determination effective and efficient. Computer monitors have undergone several screen technology changes since the inception of the computer monitor determination. The technology changes, amongst other things, has improved light generation efficiency which has resulted in computer monitors achieving the 'super efficient' rating. Your suggestion to raise the MEPS level and recalibrate the star scale so that a current 3 star product would achieve 1 star with current 1 to 2.5 star products removed from the market is supported.
Regarding signage monitors, we do not support the inclusion of commercial screens in the GEMS program. Signage monitors are designed to operate in high ambient light conditions which in many occasions requires screen technology to be pushed to the maximum which does not make this product suitable for MEPS. A move to incorporate signage monitors in the the GEMS program would require extensive research and alignment with mature existing international energy efficiency standards. Labelling would not be appropriate for signage monitors as they are purchased solely on performance, signage monitors are for commercial use, not domestic.
Set-top Boxes
The need for set-top boxes has changed over time with all current TV models incorporating HD DVB tuners. There is still a need for set-top boxes however the market is shrinking.
We agree with the departments decision to allow the determination to expire.
