Overview

We are inviting members of the public to provide feedback on proposed updates to the National Greenhouse and Energy Reporting (NGER) scheme by making a submission through this public consultation process.

Proposed amendments

Proposed amendments cover the following:

  • renewable fuels including co-processed liquid fuels

  • fugitive emissions from coal mines and oil and gas, including:

    • updating the Australian Standard for gas desorption testing under Method 2 for estimating emissions from the extraction of coal from open cut mines

    • updating Method 2A for flared emissions of methane and nitrous oxide from oil or gas exploration and development

    • expanding the availability of Method 2B (mass balance approach) for flared emissions from gas extraction and development sources

    • updating Method 2 for emissions from natural gas transmission

    • updating Method 3 for emissions from natural gas distribution to account for hydrogen content

  • emissions of methane released from landfills and wastewater handling

  • scope 2 emissions

  • other changes.

An update is also provided on the NGER scheme forward work program, covering:

  • Review of Method 2 for estimating fugitive emissions from open-cut coal extraction,

  • The Expert Panel on Atmospheric Measurement of Fugitive Methane Emissions, and

  • Controlled Methane Release Study.
