Make a general comment
Mistral Energy is an Australian, floating platform offshore wind project developer intending to apply for feasibility licences in a number of regions in Australian waters but with a primary focus on the world-class opportunity in Bass Strait. We welcome the opportunity to make comments on the exposure drafts for the OEI Regulations, Fees and Levies and Cost Recovery.
Key issues in the exposure drafts that Mistral Energy would like to address are:
1. The procedure leading to the Minister’s declaration of an offshore renewable energy area
2. The procedure for determination of persons eligible to be invited to submit a licence application
3. The potential impacts of a general requirement for financial offers in deciding awards of feasibility licences
Please see our attached detailed submission on these issues and other comments related to the exposure draft documents. The comments related to the areas above aim to encourage provision of greater clarity within the regulations and guidelines on key decision processes, which we feel will aid transparency and improve industry confidence in investing in the costly development phase of large offshore wind projects.
