Industrial and commercial emissions reduction: proposed new method under the Emissions Reduction Fund

I have had some discussions regarding the eligibility of a company constructing a new facility or potentially moving to a new location to reduce carbon emissions. Under the current system, the technology and modelling shows that the solution is applicable and able to massively reduce carbon emissions in hard to abate sectors. Unfortunately, specific locations are unable to retrofit new technology to old facilities, either due to size constraints, or change of use, or not viable to shut down an existing facility for a substantial time period to undertake the necessary changes. This makes the ability to reduce emissions hard or impossible to achieve and shuts down options for positive environmental solutions to be implemented in Australia.
