The gaping hole that will negatively impact whether AT LEAST 30% of the land on this continent is conserved and protected, is the funding shortfall. At the very minimum, the funding for the environment must be increased from c 0.1% to AT LEAST 1% of the budget in order to have any hope of achieving the states aims.
