In some cases, this may be simple whereby the product is being used as a new input to a pre-existing process, such as transitioning an existing ammonia plant, and the preexisting data reporting arrangements can be leveraged. The continued outputs and associated data from the facility should be able to provide evidence the product has been consumed. In other cases, this could be through the use of meter data as in the case of gas network blending. It may be difficult to set export consumer data requirements as the product will not be consumed in this instance. The CER will need to consider how to manage this scenario through the use of shipping and port infrastructure data that may be available.

It may be necessary to require a more frequent reconciliation check in the first operational years of the project as data flows are smoothed, and regular operational routine is established.
