Dear Mr Trotman,

Thank you for the opportunity to provide feedback on two policy papers released in December
2022 in relation to the proposed Guarantee of Origin scheme.

The importance of the proposed scheme is acknowledged and the Department of Energy Public
Works supports in principle the overall the policy direction of the scheme as articulated in the most recent policy papers.

In particular, the scheme’s focus on international consistency will facilitate efficient international trade and enable consumers to make informed choices. This will allow Australia to scale up its domestic industry and reach our potential as a hydrogen producer and export powerhouse.

To ensure sufficient clarity in relation to key aspects of the scheme and contribute to robust implementation of certification arrangements, it is recommended further detailed consideration be given to the following matters:
‐ further consultation and development of guidance material, including detail around the
reporting methodology, in relation to supply chains beyond hydrogen, such as the
transport industry.
‐ additional clarification and guidance on how the GO scheme is to interact with other
trading markets such as Large Scale Generation Certificates.
‐ clarification on how the cost recovery program is different to carbon crediting and trading
schemes, the REGO and carbon neutral electricity.
‐ clarification on whether non-compliant participants are able to re-join the GO scheme at
a later date.

I understand feedback raised from stakeholders will be worked through in more detail as this work matures and I would seek for the Department to be updated and involved as this work progresses.
